Hey there, having that bass-drum-tom bracket on the bass shell is not enough to date your drum except to say it is between 68-74. What you need is the tom mount arm itself. The cylinder shaped tom arm was made from 69-71 and then was switched for a rounded design from 72-75. After 75 we start to see the pipe tom arms that remain in use today.

One of your best (if not THE best resource) on these will be Mikey777 who resides right up the road from you in O.C. I highly suggest you take a road-trip up there to meet with him and look at some really cool stuff if he can carve out time for a visit. He's a really nice guy and a wealth of knowledge.
