This paper is brown and probably is waxed but so old it is hard to say. It is so meticulously folded that I imagine it is indeed factory. They aren't around the springs but behind the springs. When felt is used, is it around the spring or just behind it?
I put some paper in lug casings on my drum sets. It has my name and phone number on it. I put it in there for identification purposes--in the off chance that my drums get stolen and I come across them, I can prove, on the spot, that they're mine...

The caddywumpus idea is pretty brilliant.
My drum set is Oct 1966.
My Slingerlands have thin felt, each piece with 3 folds in it. Ones showing any sign of rust I just replace.
