hi forum ,can any one tell me or point me in the right direction for literature that will put me on the road to putting back into round a well wobbly thin gretch shell?

it,s a12 inch tom ,and has been stripped down for a re finish,it,s not actualy my drum ,but iwas asked for advice so i thought i,d ask the question here as id be interested myself ,only a matter of time before i come across one, with my tendency to like the thin shells.How out of round is it...? ..well i can only say what he said which was quite a bit out of round.

I got ahold of two out of round 22" bass drum hoops. Any suggestions on how to get those back into shape ?
