Al Drew Music is making replacement machined collets. Do not know of anyone making just the plates.

The collets only require someone to have access to a metal lathe and someone to do the chrome plating. The plates will require several press tools to be fabricated to make the plates themselves. The other half of the collet will require a metal lathe. The press tools would be fairly expensive to have made. Especially if you have them made in the US.
Anything that relies on rubber or plastic or whatever that material is, does not possess the longevity of what I would call a "real" Rogers design. Eventually, it will shrink, crack, deform, etc. It is a planned obsolescent design that's just some kind of bastardization of an overseas Gibralter thing. No real well-thought-out design to it other than to be the cheapest, easiest to make of all possible ways.... and obviously something that a drummer can rely on to break at the worst of all times. That just doesn't seem like what the real Rogers had in mind back when they were building the reputation as the highest quality stuff -you know?...back when products were competitive on a quality level?...

Would never put something that looks like that on a vintage Rogers kit.
Like almost all "modern" hardware it's just more stamped out junk from Asian factories branded and re-branded to suit whichever importer is slapping together drum kits hoping for quick profit in an unbelievably crowded market.
Cheap stamped castings with neoprene balls and pot metal wing screws.
Yes, they do work but for usually no longer than for a few years (if even that) when actually played out on live gigs.
