That's a strange looking set up.

Looks like the tom is upside down because the badge is mounted where the muffler was and hole made bigger?

Shells look like Slingerland. Bass drum spurs are Slingys.

Hard to tell from the pics. The inside of the tom appears to have Mahogany running horizontally, with maple rings...which suggests a Slingerland tom.

But the Bass drum is more suspect. The shell seems to have the same wood as teh tom...is this correct ?

Is the interior Mahogany ? And is the grain running in the same direction as the tome (horizontally...meaning around the drum....as opposed to vertically - meaning running from one edge to the other) ?

Just off the top of my head, I'd say someone outfitted some Slingy shells with some generic hardware...but I do think the shells are Slingy (although I cannot fathom that badge location).

I don't think the consolette is a Slingerland and it looks to be installed right about where Slingerland would put the badge on a bass drum. If the drum is a Slingy, it's possible someone put that rail right over the badge.

The wood on the inside of the bass shell looks about right, the spurs look right, and the slotted hex screws & washers look like ones that Slingerland used.

The hoops on the tom aren't Slingerland and the bass hoops obviously wouldn't be original on a Slingy.

There are a couple warning flags about the badge on the tom. First, the obvious location issue, plus multiple vents. But in addition, the badge on the tom looks like a gold & black badge, which would've only been used on toms from 1966 through roughly 1970. Toms from that era would typically have the "chocolate milk" stain on the interior.

Somebody seems to have done some weird things to these drums and it would probably take a careful in-person inspection to dispel any doubts.
