It's a cymbal tilter/extender. It goes in place of the wing nut at the top of the stand. I think it can be used as a stacker as well. I used to see the brand (DuplicateX) advertised in MD magazine as far back as the early 80's or so.
In the logo typeface, the "X" was displayed as an eighth note, like it would be in a cymbal line notation.
