Ludwig wrap rivets & rewrap

There have been a few people talking about the Ludwig riveted wraps lately. I'm currently re-wrapping a badly abused Coliseum. The rivets just popped out peacefully for me as I removed the old wrap with my plastic putty knife. All I have left now are very small rivet holes, which I was planning to either patch with plastic wood or dowels.

First of all, exactly why did Ludwig use those rivets? Was it that they started using a cheaper, less durable glue for the wraps? A cost-cutting measure, perhaps?

Secondly, what should I do about patching the tiny holes-- plastic wood, dowels, or something else? Will patching the holes in any way affect my re-wrap job?

Ludwig got slammed by the Eco-police. This was a cheap workaround until they could get the glue situation worked out.
