Ludwig Tom Question

Hey Guys,

I recently bought a Ludwig Silver sparkle drum kit. Sizes 12" tom, 14" floor and 20" Bass. The question is the 12" tom (serial # 410XX) (red felt BB Muffler) has a diamond mounted tom holder on it. The tom kinda slides down on the bass drum rail arm. Is this right? I thought it suppose to have the mount used for the L-arm, the one with the screw. The interior is factory white and they are no extra holes. The bass drum rail matches it.
