Hopefully this pic helps,...If you look at the HH pedal you can see this 400 series has the same footboard and the chain assembly is quietest when the chain moves freely. The attachment pieces look connected as part of the chain assembly.

Here`s a Pearl chain assembly and the way it would come together. I would think Ludwig would have similar components for assembly.

First, I want to thank everyone for their help and suggestions. Second, I want to hide my head! I was overthinking this. It looked to me like there should be a clip to make the chain/footpedal connection. The only "connection" is a 10-32x 3/4" bolt with a washer that threads from the bottom up, through the last link, into the footboard. Thanks again, everyone.
