Did Ludwig use a glossy black paint for the bass drum hoops?
I've seen it both glossy and almost a matte. I realize that over time the paint will lose a bit of the ol' sheen, but would it be wrong to paint the hoops with a flat black? Should there be a gloss on them?
The less gloss there is, the better the color strip shows. That's why I see. But, without the gloss, they are just black hoops without personality.
Can you see the dilemma?

When I redid the hoops on both my kits I used a semi-gloss black. Seemed more appropriate to me than the gloss that they use now.
