Can someone please tell me when these bagdes were released.

They started using them when they moved to Monroe in 1985.

Looks like the one pictured is newer because of gaskets, not sure when they started using them though, but are still used today I believe.

Actually, the badge first appeared in 1984, prior to the move. Of course it said Chicago rather than Monroe, but the badge itself is the same.

Levelpebble is correct, these were used first for the 75th anniversary of Ludwig with the Chicago on them. It actually helps identify drums in 1984 but then it's back to usual with guessing years from there on out again. I think the transition badges late 50's and early 60's were templates for these.
