Does anyone else find it weird that there are currently 3 Leedy & Ludwig knob tension kits available online? I know they’re not absurdly rare, but I do find that fact rather odd since not a huge amount were made.

I agree that 3 knob tension sets for sale at the same time is unusual these days, but:
There may have been a "huge amount" made.
There was a big push from Conn for knob tension drums. It was "the latest and the greatest" for Conn at that time.
They were available for several years.
To be a brand dealer back then your store had to accept and sell a certain number of sets supplied by the manufacturer.
There were lots (and lots) of music stores back then and all the Leedy, Ludwig, and Conn dealers probably were supplied with sets to sell.
These kits are beautiful and cool looking. Unfortunately the tension mechanism was the weak link. I sold the one I had about 12 years ago to a guy that just looks at his collection. I play everything I buy/own, and was afraid to play and tune that kit properly. I didn't want to possibly break the tensioning system and destroy the value of the drums.
