Italian drum?

My wife found a busted up Tom shell with a top,hoop lugs rods at a garage sale for $10.00. When she gave it to me I found that no drum key I had would fit the rod heads. The lugs looked like small Ludwig Tom lugs.

The hoop was not triple flanged but the tension rods had a little piece of metal that the rod slid through that aligned itself into a channel on the hoop. Nothing I have ever seen before. The badge said Italy but was too marked up,to read anything else.

Anyone know what make this might be? I know it's tough without pics.

Post a picture. I have a wooding kit and what you described doesnt sound like that but it may be a different model.
