How to restore a lacquer finish? help!

I'm thinking of buying this bass drum and restoring it, is it an easy job to sand and relacquer something like this?

yes. The best part about lacquer is that it will burn into itself, melting the new layer with the old so you don't have to take the entire finish off...

Yes, and then recoat with a light coat, and if possible, spray it to make a fine, smooth coat sans brush strokes. As it is going into winter, you have a great opportunity to do this without it drying too fast. That would be the best way, to spray it on, maybe a spray can of clear lacquer, then a thin topcoat of poly to seal and harden it against future damage. It won't stop damage, but it will seal the lacquer. I use poly as a top coat only if I know the drums are going to travel and be moved about much. No matter how careful, we always manage to damage our drums, and if someone else touches them....you know they will get it.

Depending on how deep they are, you may be able to buff them out. If you're drums are the later high gloss models, you'll want to do this with the final finish anyway...
