Help! with ?Bower? snare drum

I was wondering if anyone could tell me about this drum. It seems to be steel or tin with what used to be some type of laquered finish and the marker is a diamond shaped stainless steel piece that has "BOWER" written accross the middle. It also has three patent dates on the marker: "PAT DEC 30 1917" "PAT.JAN.8/18" & "PAT.AUG.14.17". Any help at all on a manufacture date or the value of the drum would be greatly apprectiated.

If you can view the attachment, there is a picture of the marker, but you can't read the patents.

Great article! By the way, the drum has two different snare attachments, one like in the drawing in the article and another that attaches with string.
