Circa 1966(?) May be transitional kit. What that means is that Premier was in process of converting it's drums to current standard shell sizes. You can tell by measuring the diameters of mounted and floor tom, if they are 11 5/8 and 16 1/4 (give or take) they are what's known as "pre-international" sizes. If they are 11 7/8 and 15 7/8 then they are standard. BD may be pre-international as well, would be 19 5/8 or 21 5/8. If the kit is pre-international, you can find assorted parts on Ebay. BD hoop will be very difficult. Premier was also changing it's hardware so it's not uncommon kits will have mix n match lugs, hoops, etc. Premier used all of their old stock first before going to new parts, which is why old parts are hard to come by, there was no back inventory.
The tom is upside down and not properly fitted to arm, wider arm part goes on BD.
Sought after? By some, yes. Don't expect to make a killing. You'd get your investment back with a few extra $.
ps: floor tom has different lugs, clue to being a transitional kit. May also be a mahogany shell (darker red/brown) rest of kit should be birch (light almost white).

The set seems early 1960's to me, could be the model "54".
The snare defenitely looks to be a Royal Ace.
I owe an early 1960's Royal Ace snare and it's quite a sought after and valuable drum. Mine is in the same finish and I paid 200 Euro for it.

I was offered a similar set last week (without matching snare) in white Marine with the same wrap-issues. I could have grabbed it for 350 Euro but I turned it down. The top of the bassdrum was severly damaged and beyond repair. Without those issues, 350 Euro would have been a very good deal considering I had a matching Royal Ace Piccolo to go with the kit.
In good condition, including matching snare, your set would be worth 600 to 700 Euro to me.
Damaged wrap will devaluate it to a maximum of 400 I would say.
Not sure what kind of money Premiers go in the US.

The tone control inside the snare should give you a rough idea about manufacturing date.
The double small damper model means early 1960's. (see picture)
The bigger single damper model places the drum towards mid 1960's.

Tom arm has flared bell (which should be mounted on the BD). FT has Art Deco 2 lugs aka Shark Tooth (pointed end). BD cymbal mount bracket is triangular, older mount was round with loop and wing nut for a cymbal arm.
It's a 60's trans kit (65/66).
