Sure looks like a floor tom leg in two pieces with the foot cut off. Why would someone cut off the foot? Who knows? Maybe to use the longer piece (apparently bent) as an accessory arm. Jack Lawton once told me that he cuts off the foot of Ludwig FT legs, and then bends the footless leg to make L-arm cymbal holders. That could be what someone was going to do here.
