Gretsch tom mount question, 3-ply, 50's maybe.

I am new to this stuff.

I want to fix up some old Gretsch 3-ply drums, I think from the 50's. The bass does not have a rail consolette, but does have this other sort of thing you can see in the photo, is this the tom mount? There are no other holes in the bass for a rail consolette so I figure this thing is original. I can't find another example of this on photos of other gretsch kits from this era.

So I guess I am missing part of the mount but I don't know where to look, or what to look for.

Here is the tom that was with the bass. Seems like a typical mounting bracket. So the thing that connects the tom to the bass, that is what I'm missing.

One curious thing is the diamond shaped bracket on the tom is plated but the bracket on the bass is covered in rust.
