You will need; some basic carpentry skills, a good (basic) set of tools, along with doing some serious homework on vintage drum restoration. All this -before- tackling a restoration job. Then, the money, time and work you put into restoring a vintage project kit won't all be chucked down the loo!

A nice 60's Premier kit that is in need of some TLC and which is 'all there' shell and hardware-wise, would make a worthy first project. If you do a good job on them, you will have a great set of vintage drums to knock around on and you will have increased the kit's value and life-span.
