Duplex vs R-380 snare

My apologies if this appears like a double post - R-380 topic here, but its locale of manufacturing is what is in question.

I just noticed this auction and was checking out this snare -

seen them before but just now noticing that this has a Cleveland label on it. Is it conclusive that this was made in Cleveland, or was that just where "Duplex" was based -

....and if this was made in Cleveland, was the R-380 snare (which is identical) also made there?

BTW - this seller on Ebay is claiming this Duplex is COB - which makes no sense to me as this shell would be identical to my R-380 - and my R-380 is Steel, not Brass.

Gee - I feel like such a fool! I just noticed the "Made in U.S.A." on the paper label on that Duplex!

I know the "Made in Japan" sticker on the R-380 shell is legit, as I have seen it on more than one R-380 snare.

Could it be - identical snares made on 2 different continents?
