Does anyone know what this is?

Hi everyone,

This is my first time posting here. I picked up this item in an antique store. Can anyone tell me what it is or anything about it? I researched the Ludwig & Ludwig history and found it very interesting but couldn't find any pictures, catalogs or ebay auctions that helped. Any information would be appreciated. Thanks! Susan

Thanks to all. I appreciate the info and catalog scan is awesome. It's exciting to have a little piece of history.

All the best,
