Not Gretsch-I'm not familiar with those drums at all.A common 90's MIT tom mount system,but the badge is not.

those look like TRAK drums made in the 80's, they did 3 series. 400 series their best quality, the 300 and finally 200 the budget range
they were made by the HRK Institution

Blackd is right they are track drums , that model is one of their better ones.
