All I need is the top (faucet handle) part. I'm going to get it welded to the W&A t-rod bottom and replace one of the broken T-rods with it.

You want a already-wrecked part for that :)

I already wrecked this 30s Leedy trod, cutting it down and then not being able to thread it. Is it a match?

[edit] It's 2.5" across the T, 3/8" wide on the ends of the T
