In the recent lot I picked up there was a 16" Tama Rockstar floor tom, 12" & 13" toms. I've thought about tracking down a matching bass drum, but for the time and effort I thought about converting this into a bop kit. I have a good set of spurs I can put on the floor tom to make it into a bass drum, as well as a 16" bass drum rim. I was gonna fashion a riser with plate for a bass pedal. I'm 50/50 on this and looking for thoughts. Should I go for it? Or hold out in case I come across a matching bass drum?

I'd go for it and still keep an eye out for a matching kick. If you don't want to drill holes for the legs, you could get the ones that clip on the hoop.
Really depends on the music you play and if a 16 BD will work. I happen to love the two that I have. I you do the conversion go ahead and get some wood BD hoops and forget the riser. It's not necessary. Attach your pedal on the hoop as usual and enjoy the sound of the beater hitting off center. It's what you want anyway with that small a head. Enjoy.
Are you going to play it? Got a gig for it? Will you get tired of it? If you modify it will it be hard to get rid of it if you decide you'd rather have the space for something else?
I was thinking of doing the same. Talking with some people about it I decided to go more of a cocktail route, so I wouldn't have to modify a drum. I made a little video of the kick pedal mount I built and threw it up on youtube. I'm even a worse video maker than a drummer, so you've been warned. Fun little kit to goof off with. Tune the top and bottom heads on the FT/bass and you can do some wicked fast 'kick' licks with hands and feet.
