The bottom drum looks Gretsch-y. Aren't those Rocket lugs?

They certainly look like them. As I said previously, the shell might be from the '20s, but the hardware isn't.

I found out from another good contact that the 14x6,5 snare has Gretsch art deco lugs...so this must be missing the original hardware and hoops was replaced with die-cast hoops....

And now, I guess, the search begins for appropriate hardware. :) Good luck with that!
