They are indeed rare. Lots of drummers were playing larger sized drums and the smaller drums were pretty much pushed away in favor of larger sizes. Ludwig was/is in the business of selling drums so they pushed product that was selling which was sets that had bass drums 22" and up. Obviously there are sets but as Kevin pointed out 14" Ludwig floor toms were pretty scarce.
