I'll offer a totally uninformed guess. A Barry bass drum tension rod. Just because I like the way it sounds.

I have seen them on a variety of antique snares in my collection. They seem to be the “style of the period”

I have the same ones (smaller of course) on my: 1860-1880 J Howard Foote, 1912 Duplex and a 1900’s John C. Haynes & Co snares
