I'm guessing a Gretsch floor tom muffler.
Whatever it is, I may modify it to use on a felt muffler strip that came in a box of part. Thick felt, with three holes in one end, that's cut at an angle.

Ya, that's a Gretsch muffler where the original felts have gone missing and someone tried that abomination as a "fix". Some people's kids DOH

I just checked Steve Maxwell's site. He has a repro Pratt. Yes, the part I have is that... missing a couple of parts. But they wouldnt be hard to fabricate. Hmmmm...
