Very interesting. What is the red along the bottom? Was the finish originally red that faded to white (assuming they made that finish in other colors than white)? It would certainly match up with where a bottom calfskin hoop would have been.
I am inclined to think the lugs are original. It appears to have a “timepiece” throw off and that would match up with tube lugs. Any sign the mounting holes have been altered?

I also see red near calf skin on top near throw and also back of throw.
That would be a major fade if it is faded.
Better pictures would be nice of course.
Cool drum, let the experts chime in on this one.
