75ish Premier PD202 Barn Find: Wrap issue

Got a kit that has been in a barn for 10 years.

75 Premier PD202

22x14 bass

16x15 floor tom

13x9 tom

mahoganey shells with birch rerings

It was covered in dirt! The wrap on the floor tom had a big crack it it running the vertical height of th drum. I also noticed discoloration behind the wrap. I had grand plans of removing the wrap, cleaning, and putting it back on. The bass and other tom have pretty good wraps still.

Here is the problem, the white dusty stuff on the back of the wrap is coming off, and then you can see the wood color through the wrap.

What is the low-buck, "player's resto" way to fix this?

Spray the back of the wrap with white paint.

It should be easy to remove the wrap totally - and then spray it.

Use a good thin double sided tape like 3M 9088 - at least where the split is.

You can use it all over the wrap too.

Is that what is flaking off the back of the wrap? Paint?

Or is it some kind of contact paper?
