I think the answer you're looking for is that l-shaped piece hangs between those two nuts. Not tight thought. Those nuts let it slide a little when you're raising or lowering the thing.

So I'm trying to get an idea (just curiousity) how that muffler adjusts. Is the T-handled threaded in that sleeve? What provides the "run in and run out" for the lever arm?

I know this is an old thread, but I have a Slingerland kit, and I've always had this part "covered up" on the bass drum. Could this be for an internal muffler?
