Have you thought about wet sanding? I have seen great results on pearls, I would recommend looking online to see how people have done with sparkles. To me, looks like the clear coat has hazed and the sanding will rectify that.

I've used 3M Headlight restorer on an MIJ sparkle kit and the results came out great. The only downsides are the kit is fairly expensive, and you'll probably burn through about 4-5 kits if you're doing an entire 5 piece set. Those sanding pads were only meant to do a small headlights and not a 22" bass drum.

You can find them in any auto parts store. There are several discs in each kit, and I believe the 2000 grit is the final. The sanding pads come on a device that mounts in your drill. You use the sanding pads in conjunction with spraying water on the drums as you go. It's a laborious process but it works very well!
