It could be indeed a custom order or someone who put bottom lugs and hoops. About the year, what concerns me is the bassdrum tom mount, it looks like a 70's model, the smooth version, 80's has a slightly different look and is a little bigger. Check also the bassdrum spur mount, if it's a triangle type shape it's 70's if it's big and bulky it's 80's. But this counts only if the parts are original.

on closer inspection, it looks like the kit has been "refinished" poorly, as there are severe blotch marks all over from either poor sanding or bad lighting

plus, the bass is missing its badge... so, hack-job 10, 12, 14 concert toms

the lug spacing on the 14 is ridiculous
