Occurs in 2 different places on my 18 inch 70s Ludwig floor tom. Can I strip that black glue, and if so how, and be sure to find wrap underneath?

I would take the lugs/leg bracket off nearest that seam and peel it back a little more and then pull it tight and re-glue, or use double sided heavy duty carpet tape. The old dried glue should come off the wrap, but you'll need to use some elbow grease. If you do it right, the wrap should look fine underneath.

I know many users on this form use Goof Off/Goo Gone. I've had mixed success with that. My personal preference is Ronsonol Lighter Fluid. It sounds dangerous but it's not! It's really good at getting rid of sticky residues, but it won't harm the wrap.

There is another product called "Contractor's De-Solv-It" that is also very good at getting rid of sticky residues and is safe on wrap, but it leaves an oily residue behind. It's fine on a non-porous surface (the residue cleans off with Windex or soap), but don't use it on bare wood or anything porous. I still recommend Ronsonol as the go to in this scenario.

Use soft, microfiber cloths to apply the Ronsonol and remove the residue. You'll need some serious elbow grease, but it will come. Do NOT use anything abrasive like a dish scouring pad, steel wool or even paper towels! Also, do NOT use Acetone, Paint Thinner, Mineral Spirits or Nail Polish Remover. Those will definitley harm the wrap!

There is no gap; Ludwig employed at least an inch of overlap on those sparkle finishes.

Personally, I wouldn't worry about the original glue stain. It gives credence that its the original wrap for a 70's LW. Yes, as suggested, glue down and clamp the wrap seam, it wont need much glue.
