Yes, that's the original throw off, which is very good to have. The close-up picture you have posted also confirms that the bottom hoop is not original - the areas by the lug screws are too squared off. Compare them to the top hoop and you'll see what I mean.
So, unless there are any dings or scratches elsewhere on the shell, you have a nice Los Angeles period Camco model 712m 10-lug 6.5in. COB snare drum in pretty decent shape, but with one incorrect hoop and missing a tone control. I think that sums it up.
