Yep, Premier 70's. Seems all original and in good condition. Great!

Brody, the tom holders do look Premier 70's to me. All the hardware seems right for the period. Premier did make 12" and 14" toms but not 13"s. They stopped making the 14" and started doing the 13" around... can't remember... late 70's?
