If you'll look to 1976/77 Premier Outfits brochure than you can see that these screws placed on every stands of all outfits except snare stands.
I suppose that scrwes are fixing rubber boots on...

I suppose that is simply a snare remastered from solid 1-ply steambent beech tom shell -- it's easy to see.
Lugs likely have produced from traditional ZAC alloy (or aluminium) with Ni coating.

This lugs type have had several shaped bases -- truncated pyramid and rectangle for double lugs, square and circle for single lugs....

These parts indeed are from earlier Trowa and Tacton.
The heads of T-rods still were in producing a long time -- to mid 60's.

It's one of the earlier versions Tacton piccolo snare from 1961-1966 (just after Lefima nationalization).

Big yes to 'Thin Shell'.
Model was marked '446' over the years in different Premier's outfits -- 16x16" (actual dia 16-5/16") , 10 lugs, diecast hoops, pedal type legs brackets.

It's not so hard to find a bunch of interesting threads on VDF pages about Tromsa drums -- you will be convinced that your nice snare drum is really Tromsa from Hamburg but not Weißenfels....

It's not Trowa snare.
I suppose that Grantro nailed it about Tromsa - strainer type and lugs tells us about that.
Also we can think about another Tromsa brands - Luxor,...

These heads looks exactly like as german (GDR) heads marked "CONRAD" from 60 - 80's. Really they're just twin brothers!
Now they returned to historical name "Altenburger Pergament" and wood rims for...
