I have repaired a few bass hoops and inserts. Sometimes removing the staples can be painstaking. I have actually,removed some staples and glued the inserts down and were able to replace the staples....

3/8" Aluminum and steel straight rods available at Lowe's. Little rubber tips fit them too. I have made straight bass drum Spurs from them.

My basket would fit the tubular Atlas base. Your base I believe takes the type basket that also worked with the flat base stand. Like the 1400 cymbal stands.
