Just to be clear about the mix, off the shelf bleach solution is typically 5% or 6% out of the bottle. A 0.5% Hypochlorite (bleach) solution is recommended by the CDC for decontamination. 1 part 5% bleach (or 6) to 9 parts water (distilled is best), apply for 20 minutes minimum, then wipe clean with water, and dry.

Ron, I did this and the water spotting (or mold, or whatever it is) seemed completely unaffected. So, I've started sanding. I'll just say this must be a labor of love because this is long, hard, work!
I'll post pictures when I've made good enough project to warrant.
