Tuning Those Stubborn Lugs

Hey Gents........we have all experienced challenges with tuning vintage toms, snares, and bass drums of all sizes..........here is my specific issue. I am playing a show tomorrow and tuning my 1971 Ludwig Super Classic kit. I use a "drum dial", for those who do not know......a numerical gauge of sorts that can evenly distribute tension to all lugs, if you will. My bass drum in particular is tuned to 70, except for two STUBBORN lugs that will not go less than 80. In essence, two lugs are so much tighter than the rest. Any less tension, and they would literally fall off!.......why is this? how can I adjust these two lugs to join my party? Any tricks that would make Mcgiever proud would be appreciated......DOH

Even if the head is not new, be sure to stretch and seat it before you tune...even on a bass drum. Below is a video that shows one way to do this.

I do it a little different by putting my body weight in the center of the head with my palms down. I set the head fairly tight ... stretch... adjust the pitch at each lug till they are the same... stretch again and repeat this till the pitch remains the same even when stretched. Once this is achieved, I tune the drum down to the pitch I prefer for that size. The same can be done with tension and a drum dial.
