I just repaired a friends Gretsch snare that someone tried to tune like in this vid. I got the drum to fix before I saw this vid and was like WTF were they thinking?? Bottom reso head cranked so tight it broke. Batter head super tight on one end and loose tension rods opposite end. Once I saw this vid it clicked what they were trying to do. Ha! DOH His brother has a guest drummer over to play and he was the one who did this. Yikes.

I came across this myself but didn't at first look at it. It seems to be a bit of a harsh/ aggressive way to treat a snare drum? Also that choked sound would only probably work for being miked up.
