Looks like a steel shell. Having owned a steel model, I would certainly not dismiss it just because it's not brass. The steel model is quite a powerful drum and holds its own (or outdoes) most of the competition, both vintage and contemporary. I've only seen the brass models in catalogs, as most of the US imports of this model were steel. I'd pay the most attention to the circular throw and tensionable butt being intact and original. Most of what's found today have damaged or missing strainers.
