Does anybody know what this product
Was. It looks to me like it was kinda watery
And maybe put on with a rag or sponge.
Any help would be appreciated.

Thanks Vintagemore that told me how it was applied and explained
The inconsistencies but didn't really say if it was latex or what.
I'm guessing its laytex and I'll take the drum in for color.
