It certainly looks like an early 60's B&B 20, 12, 16, 14 snare Swingtime outfit in BDP with the choice of a matching snare drum.

I don't know. It's hard to tell from that single photo, but if both cymbals are mounted on the bass, it might be a "Constellation" setup (later to become the "Celebrity")

I took another look and you may be right Mike. Hard to see. But I was wrong on the snare. A closer look seems to reveal a COB snare.
