1.Does anyone knows the year/details about this snare?

2.How much do you think this snare is worth.

Those were from the late 80s. Import era Rogers. The earlier stuff was better quality than the later. Beavertails are oversized and not the same as USA Rogers. Value is relative to condition, and it is worth ideally about the same as any other generic import snare of the period. Not a lot.
