I am a high school percussionist, and my band director asked me to look at all of the snare drums and tune them. Most of the snares didn’t stand out to me, except for one. There is an old looking Rogers Dynasonic with the serial number 21646. Is there a way for someone to tell me what year this drum is from? The page for serial number identification by year won’t open for me.

Your Dynasonic is from the transition period when Rogers was moving from Ohio to Fullerton California, about 1969-1970. The date of manufacture doesn't really matter as all the Dyna's of this period (sometimes referred to as the "Swivo" period) were pretty much the same... chrome over brass shell and snares mounted to a fixed snare frame. Which raises the more important question... "does your Dynasonic still have the original snare frame?" If it does, you'll need these guidelines on setting up and tuning a Dynasonic:

Yes the frame is is the original. The snare mechanism has some repair done on it. I’ll try and get a picture.
