Many of you may know about this and perhaps do this yourselves, but I found a quick and cheap trick on re-wrapping, when it comes to reinforcing seams: Paint Stirrers!
They are free at any local or big box hardware store (even if you are not buying any paint). I use two on top of each other for more rigidity/support and I typically go two wide as well. All you need are four stir sticks and four spring clamps. I usually leave it clamped for a few days, but that's completely up to you.
Stir sticks come in shorter lengths too (for quart cans). They can also easily be cut or trimmed to the length you need. Photo is a 14" x 14" floor tom. I hope this tip helps.
