Perhaps this was originally part of a double kick set and the owner set it up along the lines of Keith Moon's 'Pictures of Lily" kit?

The mount could be two things..How far is the mount down on the side of the bass drum? If it's about half way down in the middle its a cymbal mount..If the mount is close to the bottom of the drum its a spur mount...Mikey

if I look right, the bassdrum spur is already in place at your drum. So my best guess is the same as member tnsquint stated.
For the time being there's an auction in UK for a KM replica kit, with the same finish as yours. There you can see the mounting between the two bass drums:
KM had double mounted arms in between the bass drums. Your's appears to have just one.

Ok, that's what I figured too, that it's a disappearing tom mount that someone mounted on the side of the kick to lock it to a second kit, ala Moonie. B/c yes, the spurs are there and its almost 1/2 way down the kick, so it's not a cymbal mount.
Just wasn't sure if this came from the factory or was installed later. I assume it was a mod.
