just acquired this snare drum but have no background info on it.

There are a few Google references to snare drums made by Frank E. Rice. The ones that I have seen have the entire name shown on the drum though. They were manufactured in the early teen's which may coincide with the era of your drum as well.

I saw this on LetGo, you got a fantastic deal. I was trying to buy it also. I would try Rythem Discovery Center for info. They are pretty good sending info.
