Set dressing at first if the instruments are not played but if there is any interaction with the gear, then it falls in the prop dept. The director also has a say in the matter.
I remember reading about James Cameron insisting all the china in Titanic have the correct imprint...on the bottom. Everyone had to be in period correct underwear too......now that's the guy you want sourcing the drum kits!

TCM did a advertisement where a 30's band played a theme song. Everything was kool except they used a Ludwig Standard kit in baby blue.Looked way out of place..Should have used a Chick Webb type of kit,or used a old movie of him playing. Lucky the ad didn't last very long.....Matt
Yep, it always chaps my hide to see drums in movies that are not period correct! It's just not that difficult to find these kits in the Hollywood area. It really comes down to the director thinking that the majority of viewers won't notice the difference!
Here are two kits that come to mind; The kit used in Back to the Future. It's 1955, yet that Ludwig double tom holder didn't come out until the mid 60's! Next, check out the Slingerland kit used in The Gene Krupa Story. I love that movie...but the kit cannot be any older than 1955, when the Sound King lug came out!

A new movie, Monsieur Chocolat. Takes place before the First world war, yet we hear a 1930s swing music in the trailer and the circus drummer at 0:44 plays what looks to be a 70s MIJ snare with a plastic head and a cymbal on a stand of 1930s design at the best.

Not only are the drums not period correct in Back to the Future, but the guitar Marty McFly is playing isn't correct either. Humbucker pickups didn't come out until late 1956.
That would make the kit at the party a fluke. Oh well....or maybe it was different prop masters for the two scenes. But is sourcing a drum kit that will be played props, or some other department?Who in a production is responsible for making sure a drum kit is period correct? Ultimately the director I guess...
This is unfortunate as the rest of the show seemed to be so period correct on the rest of the props. The director stated in an interview once that this was his vision, to make it seem as real as possible, like you were actually there in the late 1950's-early 1960's where the show was set.
A good Example for correctly dated vintage Instruments in film is the very good movie

The '80s band scene in Hot Tub Time Machine always gets me. It's not hard to find a period kit from the later '80s. Nor do I even think it would be expensive. But that darn Pacific kit just ugh,lol.
I'd rent my stuff for correct movies
